Establishment and Development History

After the South was completely liberated, the Machinery Worker School 3 was established on the basis of taking over Go Cong School of Mechanical Engineering Workers under Decision No. 1206/QD-TC of 28 August 1976 of the Ministry of Irrigation, now the Ministry of Agriculture and Rural Development with the aims to train technical labor force, contributing to the implementation of the technical revolution in Agriculture, serving the national construction and reconstruction after war. The school was located at 91 Trung Nu Vuong, Go Cong Dong Town, Tien Giang Province.

In 1979, on the demand of developing a strong agricultural economy in the southern provinces, Dau Tieng Reservoir project (Tay Ninh) was started its construction, the school opened its branch 2 at Duong Minh Chau Town in Tay Ninh province, responsible for training human resources for the construction of this project, contributing to the implementation of urgent socio-economic tasks of the country. Two years later, this branch was separated, and became the Vocational School of Construction and Irrigation Enterprise Union 4 under Decision No. 507/QD/TCCB of 30 July 1981 by the Minister of Irrigation.

In order to have technical workers serving the construction of irrigation and hydroelectric works in the South, on 13 September 1986, the Minister of Irrigation issued the Decision No. 434 to merge Machinery Worker School 3 and the Vocational School of Construction and Irrigation Enterprise Union 4 into Vocational Machinery School 3, with the task of training skilled workers at 3/7 level including Mechanics, Machinery, Industrial and Civil Electricity, Operating Electric Pumping Stations to serve the requirements of the sector, socio-economic development demands of the Southeast provinces of the region, its headquarter was relocated to Thanh Hoa Hamlet – Ho Nai 3 Commune – Trang Bom District – Dong Nai Province.

At the new headquarter, the school trained and provided technical human resources to participate in the construction of Tri An hydropower project – the first hydroelectric project in the South which was started its construction after the country was peaceful and united. Many generations of the school’s staff, teachers and students participated in the construction and growth of this project, and after that, the school also participated in training to provide technical labor and organize construction of other big projects: Da Teh water reservoir project (Lam Dong), Thach Nham lake (Quang Ngai), Dong Xoai lake, Dong Nai 3 hydropower project (Dak Nong), Song Than port, systems of canals and ditches of Mekong Delta, etc. these works served local socio-economic development, contributing to the country’s economic prosperity in the post-peace reform period.

In 2006, under the strong development of industrial zones in Dong Nai and the southeastern provinces, the Southeast Secondary School of Electromechanics and Irrigation was established by the Ministry of Agriculture and Rural Development on the basis of upgrading Vocational Machinery School 3, continuing to perform the tasks of training technical human resources, contributing to the industrialization and modernization of the country in the new period.

On 17 October 2008, the Ministry of Labor, War Invalids and Social Affairs issued Decision No. 1387/QD-BLDTBXH, establishing the Vocational College of Machinery and Irrigation on the basis of upgrading the Southeast Secondary School of Electromechanics and Irrigation.

Implementing the 2017 TVET law, on 20 June 2017, the Ministry of Labor, War Invalids and Social Affairs issued Decision No. 922/QD-LDTBXH on changing the name of the Vocational College of Machinery and Irrigation into College of Machinery and Irrigation.

With a new name and a new mind, the College is currently actively implementing its mission – vision – development goals to become a high-quality Green TVET center according to international standards by the year 2020.

Outstanding achievements of the College

Over 40 years of establishment and development, the College of Machinery and Irrigation has trained more than 100.000 skilled technical workers for the agriculture and rural development sector, contributing to the construction and honoring of many centuries old works of the country. In recognition of the great contributions and unremitting efforts of the college’s staff and lecturers, on 28 February 2008, the President signed the Decision No. 232/QD-CTN awarding the Third-class Labor Medal for the Southeast Secondary School of Electromechanics and Irrigation.

On 24 December 2011, the President signed the Decision No. 2496/QD-CTN awarding the Second-class Labor Medal to the Vocational College of Machinery and Irrigation.

More honor for the College, on 15 June 2017, the President signed the Decision No. 479/QD-CTN awarding the First-Class Labor Medal to the College of Machinery and Irrigation.

In addition, the College has been awarded many certificates of merit, excellent emulation flags in vocational training and emulation movements by the Prime Minister, central ministries and People’s Committee of Dong Nai Province.

The College’s Party Committee for many consecutive years has earned the title of “typical strong and clean Party Committee”, Labor Union and Youth Union of the College have been awarded many certificates of merit.

Training activities

In 2014, the College was approved by the Prime Minister as one of 45 public institutions to focus on investing to become a high-quality vocational school by 2020 under the Decision No. 761/QD-TTg dated 23 May 2014. Currently the College is organizing training of multi-sector technical human resources such as: Metal Cutting, Automotive Technology, Industrial Electricity, Mechatronics, Industrial Electronics, Business Accounting, Medium and Small Enterprise Management, Computer Network Administration, Data Processing, Machine Tools Repair, Fashion Apparel, General Mechanical Loading/Unloading, Surface constructional machine operation, Crane Operation, Crane Truck Operation, Driving … with 3 levels: college, intermediate and primary to provide the source of technical labor for the southern provinces, the country and countries in the world.

Based on the needs of the society, especially the demand for technical labor resources of enterprises in Dong Nai province and the Southeast region, the College has constantly improved, supplemented and renovated the training programs at all three levels, regularly updating new achievements of domestic and international scientific and technological knowledge into training programs to equip learners with new knowledge, and occupational skills consistent with the development trend. At the same time, in order to contribute to the implementation of the Party’s policy on educational innovation in an open direction, bringing the Party’s Resolution on fundamental and comprehensive renovation of education and training to life, the College has diversified its training methods, creating conditions for learners to have more opportunities to access vocational training in the direction of learning and practicing, taking enterprises’ satisfaction with the quality of human resources as one of the measures to assess the quality of the College’s training.

Cooperation activities with enterprises

With the motto of learning associated with practicing, the vocational school associated with enterprises, the College of Machinery and Irrigation has actively cooperated and linked with businesses in training technical human resources. This is clearly shown in the training program, the method of training organization of the College. Every year, students will learn directly at enterprises, participating in the manufacturing, business and serving of enterprises

Up to now, the College has had regular training cooperation relationship with many enterprises in Dong Nai province, typically large enterprises such as Texma Vina Co., Ltd; Hiep Anh Nhat Trading – Service – Technology Co., Ltd; Bac Quang Automobile Company Limited (Mitsubishi); Anh Nghia Company ANCL Limited; Kaifa Industrial Company – Vietnam; Duy Hiep Phuoc Trade and Service Construction Company; Hanh Phu private enterprise, BH Hot Dip Company Limited; Van Nghia Auto One Member Company Limited; Kim Cang Company Limited; Hao Huan technology equipment Co., Ltd; Kenda Rubber Company; Thai Hung Thinh Mechanical and Construction Company Limited; Lam Tan Trade and Service Company Limited; Binh Quang Construction Consultancy Co., Ltd; Teakwang vina Vietnam Company; Do Hung Anh Company Limited; etc … to improve the quality of training, ensure that graduates have a high rate of employment.

International cooperation activities

International integration and the 4.0 revolution poses challenges to the College but also create new opportunities for development. Over the years, the College has established relationships, cooperation and exchanges with international organizations in order to equip modern facilities, advanced equipment, technology transfer, and technical exchanges, international pedagogical skills and experience; building programs on green TVET, improving professional capacity for College’s officials and teachers. As a result, the College has cooperated with international organizations such as:

German International Cooperation Agency (GIZ) and KfW Development Bank (KfW) cooperate and sponsor the construction of the College into a high quality green TVET center and an international training center for Vietnam, Laos, Cambodia and Myanmar; The project provides VCMI with green technology buildings, advanced training equipment and developes new training programs according to Green vocational standards of the Federal Republic of Germany.

Japan International Cooperation Agency (JICA) selected the College to participate in the project “Strengthening the TVET in Vietnam”, providing training equipment in the fields of electricity and mechanics according to Japanese international standards.

Within the framework of the Australia-Vietnam Program on Human Resource Development (Aus4Skills Program), the College of Machinery and Irrigation is one of the institutions that receive the support of the Program to develop 04 occupations to meet APEC standards, including: Logistics Administration Officer, Warehouse Supervisor, Forklift Operator, Warehouse Oprator.

Cooperating with Spain in training disadvantaged groups (Fashion Apparel)

In the framework of the Social Services Project for workers and disadvantaged groups formed on the basis of bilateral cooperation between the Government of Vietnam and Spain, the College offered a vocational training course for disadvantaged groups in Dong Nai province, helping them have the knowledge and skills about their career, thereby increasing the opportunities for them to find and create jobs by themselves, eliminating the low self-esteem to access to social services.

Cooperating with the U.S. Embassy to implement the English Access Microscholarship Program

English Access Microscholarship Program sponsored by the U.S. Embassy for students under difficult living circumstances and with good academic achievements was implemented since 2016 by the College. The College is also preparing urgently all necessary conditions to receive the package of English training funding for lectures of key international occupations.

Cooperating with the European Association of Institutes for Vocational Training (EVBB)

Facing many development opportunities, the College has participated and then been recognized as an official member of the European Association of Institutes for Vocational Training.

Joining the European Association of Institutes for Vocational Training brings a lot of great benefits to the College, namely accessing to advanced European training technology, learning and teaching materials and occupational skills standards in line with international standards.

International cooperation of the College has brought a new vitality and a new position, ensuring the conditions for the College to participate in international training programs, improving the quality of technical human resources training, meeting the development needs of the Southeast region as well as nationwide.

With the prestige, quality and tradition of training, in 2016, the College was certified to meet the accreditation standards of level 3, the highest level in the TVET system; in 2017, the College was evaluated by GIZ of the Federal Republic of Germany in conjunction with the Koica organization of South Korea to meet the high quality accreditation standards according to the new criteria.

Goals to 2020 and the following years

By 2020, the College will have become a high-quality TVET institution according to the Prime Minister’s Decision No. 761/QD-TTg dated 23 May 2014, and a high-quality Green TVET center according to the standards of Germany. The College will focus on training high-quality technical human resources according to international standards in the fields of Mechanics, Machinery, Automotive Technology, Electricity – Electronics, Refrigeration and Information Technology.

Epilogue:

In more than 40 years of establishment and development, the college has achieved a lot of high achievements in providing the vocational training for technical workers, serving the development strategy of the sector and local, especially the college has developed a training trademark with international businesses and organizations. Thanks to outstanding achievements achieved in recent years, the College has been assigned by the Government and ministries many major projects in the field of TVET. In the coming time, the College continues to implement well the strategy of developing the College of Machinery and Irrigation to become a CoE for green TVET, contributing to developing a Green economy of Vietnam and internationally.
