II. OBJECTIVES AND SCOPE OF THE PROGRAM AND THE PROJECT
a. Overall objectives
To strengthen the training capacity and facilities for the VCMI to build the College into a high quality green TVET center in Vietnam; To contribute to providing qualified labor to meet the needs of developing a “Green” and sustainable economy in the process of industrialization, modernization and international integration of Vietnam.
b. Specific objectives and scope of the program and the project
To develop the VCMI into:
– The typical center of Vietnam in charge of implementing TVET reforms based on the need for sustainable green economy development.
– A training institution for Green TVET with 22 key occupations: 18 of which are currently training and 4 new occupations are developed; the total size of annual training at levels reaches about 5.500 students.
– A Center of Excellence in Researching, Training and Transferring Scientific and Technical Advances in Development and Use of Renewable Energy (Wind power, Solar cells, Biogas).
– A leading center performing TVET tasks for enterprises; being in cooperation with enterprises to develop a parallel training program: helping enterprises proactively manage high quality human resources; providing students with high TVET skills and then students will have more opportunities to find jobs; shortening the training time, saving practical materials and reducing training costs.
– Vietnam’s leading institution using renewable energy systems in green central buildings; integrating green spaces to create an environment-friendly landscape, with trees, lakes with water used collection and treatment systems which meet the standards as prescribed.
– A green TVET consultancy institution through human resource training programs with environment-friendly skills and efficient use of resources and energy.
– A consulting institution for managers and lecturers of TVET institutions nationwide on the Green training model.
– A focal point for connecting national and international networks on green TVET, especially ASEAN countries.
3. Expected main results of the program and the project
– The landscape and pedagogical environment have been upgraded towards “greening TVET”;
– A high quality green training center is built and put into operation with modern buildings and workshops, integrated technology modules that control devices in modern buildings, using eco-friendly renewable energy;
– The College is equipped with the equipment for training to ensure modernity and synchronization according to the training line of the selected occupations;
– Vocational training programs that save time and reduce the cost for practical materials are widely applied; Technologies using renewable energy from nature (wind power, solar cells, biomass gasification, biogas and so on) are completed in Vietnamese conditions to transfer to the trainees, students and other partners;
– Some new occupations such as Industrial Electronics, Refrigeration and Air Conditioning Engineering, Electronic for Energy Efficiency and Building Technology, Plant Mechanic for Sanitary, Heating and Climate Technology and 18 existing training programs are integrated with the Green Technology Module;
– Teachers who teach occupations invested in the project are trained to master the purchased equipment, including in (i) Industrial Electronics; (ii) Refrigeration and Air Conditioning Engineering; (iii) Electronic for Energy Efficiency and Building Technology; (iv) Plant Mechanic for Sanitary, Heating and Climate Technology;
– Students and workers with high TVET skills, directly involve in the production of green products;
– VCMI become a high quality Green TVET center, a place to introduce, display and transfer products on Green training technology in Vietnam; being the focal point for connecting national and international networks on green TVET, especially ASEAN countries;
With the desire to successfully implement the project, VCMI has been supported by the ministries, local authorities and international organizations (GIZ) to support training courses for teachers, management staff and equipp more modern equipment in line with the goal of developing a Green economy in the period of Industrial Revolution 4.0.
Representatives of the Embassy of the Federal Republic of Germany – Dr Wolfgang Manig, Deputy Head of Mission and Head of Economic Section, and Ms Luisa Bergfeld, First Secretary, Deputy Head of German Development Cooperation, together with Ms Simone Wunsch, Country Director of KfW Development Bank in Vietnam and officers from KfW and GIZ visited the Vocational College of Machinery and Irrigation (VCMI) on 10 September 2018 to get an overview of the planned and ongoing activities of the technical and financial development cooperation.
The Expert of GIZ supports VCMI to develop basic module ““Environmental Protection, Energy and Resource Efficiency”.
The Expert of GIZ provides further training for VCMI’s lecturers.
